Background

What is the Belastingdienst?

The Belastingdienst is the Netherlands' tax authority. They handle income tax (inkomstenbelasting), benefits (toeslagen), VAT, and payroll taxes. All correspondence is in Dutch — even if you're a highly skilled migrant (kennismigrant) who does everything else in English.

Common Letter Types

What's in your envelope?

Voorlopige aanslag

Preliminary tax assessment. An estimate of what you'll owe or receive. Check the amount and monthly payment schedule.

Definitieve aanslag

Final tax assessment. The actual calculation after your return is processed. Has a 6-week objection period.

Toeslag beslissing

Decision on your benefits (zorgtoeslag, huurtoeslag, kinderopvangtoeslag). Check if approved and the monthly amount.

Aanmaning

Formal payment demand. Ignoring this leads to collection measures and additional costs. Pay or object within the deadline.

The 30% ruling trap

Many expats in the Netherlands have the 30% ruling — but they still get tax letters in Dutch about adjusted assessments, changes to their ruling period, or toeslag decisions. One misunderstood letter about your 30% ruling status can cost you thousands of euros per year.
